2021-22ના સત્તાવાર CSR disclosureમાં Valsad જિલ્લામાં અનેક શિક્ષણ, આરોગ્ય, રોજગાર, ઈન્ફ્રાસ્ટ્રક્ચર અને પર્યાવરણ પ્રોજેક્ટ્સ; Atul Foundation અનેક પ્રોજેક્ટમાં implementing agency

વલસાડ જિલ્લામાં CSR હેઠળ છેલ્લા દાયકામાં કરોડો રૂપિયાનો ખર્ચ થયો હોવાના આંકડા સામે આવ્યા બાદ હવે તપાસ કંપનીવાર CSR trail તરફ આગળ વધી રહી છે. આ તપાસના Part 3માં Atul Ltdના જાહેર થયેલા સત્તાવાર CSR recordsની તપાસ કરવામાં આવી છે.
Atul Ltdના Annual Reportsમાં CSR માટે શિક્ષણ, empowerment, health, relief, infrastructure અને conservation જેવા ક્ષેત્રો નક્કી કરવામાં આવ્યા છે. કંપનીના CSR કાર્યક્રમોમાં Atul Foundation મહત્વપૂર્ણ implementing agency તરીકે પણ દેખાય છે.
2021-22: Valsad માટે ₹7.79 કરોડથી વધુના સ્પષ્ટ project entries
Atul Ltdના FY 2021-22 Annual Reportમાં CSR expenditureનું project-wise disclosure કરવામાં આવ્યું છે. આ disclosureમાંથી Valsadને location તરીકે સ્પષ્ટ દર્શાવતા projectsની રકમોનો સરવાળો ₹779.30 લાખ એટલે કે ₹7.793 કરોડ થાય છે.
આ ગણતરીમાં Valsad-Bharuch-Mehsana જેવા multi-district projectની સંપૂર્ણ રકમ Valsadના ખાતામાં ગણવામાં આવી નથી.
આ ખૂબ મહત્વની બાબત છે, કારણ કે તપાસમાં location સ્પષ્ટ હોય તેવી રકમને જ Valsad-specific ગણવામાં આવી છે.
શિક્ષણ ક્ષેત્રે નોંધપાત્ર ખર્ચ
2021-22ના recordsમાં Valsad માટે નીચેના projects જોવા મળે છે: CSR Project ખર્ચ
- Kalyani Shalaમાં educational practices enhancement ₹36.45 લાખ
- Primary children માટે Adhyapika project ₹63.00 લાખ
- Atul Vidyamandirના tribal children માટે support ₹12.30 લાખ
- Needy/meritorious students માટે scholarships ₹4.80 લાખ
- Children માટે education kits ₹12.30 લાખ
- Special/needy children માટે support ₹5.15 લાખ
- Digital education – tablet laboratory ₹6.10 લાખ
આ સાત શિક્ષણલક્ષી Valsad projectsનો કુલ ખર્ચ આશરે ₹1.40 કરોડ થાય છે. મોટા ભાગના projectsમાં implementing agency તરીકે Atul Foundation — CSR00000635 દર્શાવવામાં આવ્યું છે.
રોજગાર અને કૌશલ્ય વિકાસ
- Valsad માટે: Skills training to youth as apprentices — ₹95.01 લાખ
- Women/youth empowerment through vocational training — ₹27.65 લાખ
- Skill development through NABARD — ₹11.60 લાખ
- Micro-entrepreneurs development — ₹12.40 લાખ
- Tribal familiesને cows આપીને livelihood opportunities — ₹35.40 લાખ
- Women empowerment through self-help groups — ₹10.50 લાખ
આ entries દર્શાવે છે કે Atulનું CSR માત્ર શિક્ષણ અથવા આરોગ્ય પૂરતું મર્યાદિત નહોતું; livelihood અને vocational training પણ મોટા ક્ષેત્ર હતા.
આરોગ્ય ક્ષેત્ર
Valsad માટે 2021-22ના recordsમાં:
- Rural health camps — ₹12.50 લાખ
- Adolescents અને womenના health & wellbeing — ₹17.80 લાખ
- Nutrition garden — ₹4.75 લાખ
- Needy/special patients માટે support સહિત અન્ય health-related initiatives
- કંપનીના disclosureમાં અનેક health projects માટે Atul Foundation implementing agency તરીકે દર્શાવવામાં આવી છે.
ગામડાંના ઈન્ફ્રાસ્ટ્રક્ચર અને પર્યાવરણ
અહીં પણ મોટા આંકડા જોવા મળે છે. 2021-22ના CSR disclosureમાં Valsad માટે:
- Construction of walkway and streetlights — ₹100.49 લાખ
- Development of infrastructure in Atul અને surrounding villages — ₹44.35 લાખ + ₹29.33 લાખ direct component
- Solid waste management system in Atul village — ₹70.85 લાખ
- Solar power દ્વારા energy conservation — ₹24.00 લાખ
- Soil & water conservation — ₹23.65 લાખ + ₹6.64 લાખ direct component
- Animal protection માટે Gujarat-Valsad locationની entry — ₹1.45 લાખ
- આ entries પણ Valsad-specific CSR expenditureમાં સમાવિષ્ટ છે.
એટલે ₹7.79 કરોડ કેવી રીતે?
આ તપાસમાં અમે એક મહત્વપૂર્ણ પદ્ધતિ અપનાવી છે. Valsad location સ્પષ્ટ હોય તેવા project amounts જ ઉમેરવામાં આવ્યા છે. 2021-22ના Annual Reportમાં: Valsad-specific identifiable CSR expenditure ₹779.30 લાખ = ₹7.793 કરોડ બીજી તરફ Atul Ltdનો તે વર્ષનો કુલ CSR expenditure ₹14.891 કરોડ હતો.
અર્થાત્ 2021-22માં કંપનીના કુલ CSR ખર્ચમાંથી લગભગ 52.3% જેટલી રકમ એવી project entriesમાં હતી જેમાં Valsad location સ્પષ્ટ દર્શાવવામાં આવ્યું છે.
નોંધ: આ ટકાવારી અમારી ગણતરી છે અને multi-district projectsને Valsadના સંપૂર્ણ ખર્ચ તરીકે ગણવામાં આવ્યા નથી.
એક મહત્વની રકમ અમે Valsadમાં ઉમેરી નથી Annual Reportમાં COVID-19 support માટે ₹81.70 લાખનો project છે, પરંતુ તેનું location Valsad, Bharuch અને Mehsana ત્રણેય દર્શાવવામાં આવ્યું છે. તેથી આખા ₹81.70 લાખને Valsad CSR ગણવું યોગ્ય નથી.
આ જ રીતે investigationમાં અન્ય multi-location projectsની રકમ પણ Valsad-specific totalમાં ઉમેરવામાં આવી નથી. આ સાવચેતીથી ₹7.793 કરોડનો આંકડો વધુ defensible બને છે.
પછીના વર્ષોમાં શું થયું? FY 2022-23 :- Atul Ltdએ FY 2022-23માં કુલ ₹15.8294 કરોડ CSR expenditure કર્યું હતું. કંપનીના Annual Report મુજબ Atul Foundationએ છ મુખ્ય કાર્યક્રમો હેઠળ 40 initiatives હાથ ધર્યા હતા.
તે વર્ષે કંપનીના જાહેર CSR highlightsમાં: Valsadના flood-affected familiesને food અને blankets, schools અને anganwadisનું renovation, school toilets, playgrounds, post office અને police station, sewage treatment plants, soil & water conservation, solar pumps, tree plantation, waste management જેવી પ્રવૃત્તિઓનો સમાવેશ થાય છે.
FY 2023-24 :- Atul Ltdનો કુલ CSR expenditure: ₹15.32 કરોડ, કંપનીના Annual Reportમાં Valsad સાથે જોડાયેલા અનેક projectsની યાદી છે, જેમાં: Support to Kasturba Hospital, Valsad Atul Foundation Health Center, sports infrastructure, special-needs children support, community infrastructure, Atul અને surrounding villagesમાં infrastructure, water conservation, solid waste management, natural resource management, tree plantation સામેલ છે.
આ વર્ષે કંપનીએ independent third party મારફતે impact assessment પણ કરાવ્યું હોવાનું Annual Reportમાં જણાવ્યું છે.
FY 2024-25 :- સૌથી તાજા ઉપલબ્ધ Atul Ltd Annual Report મુજબ: કુલ CSR expenditure — ₹13.59 કરોડ, કંપનીએ આ વર્ષે: 44 CSR projects, 1,31,917 direct beneficiaries દર્શાવ્યા છે.
FY 2024-25ના CSR project listમાં પણ: Support to Kasturba Hospital, Valsad Atul Foundation Health Center — 14 villages, rural health, adolescents/women health, infrastructure, conservation જેવા projects ચાલુ હોવાનું દર્શાવવામાં આવ્યું છે.
ચાર વર્ષનો કંપની-સ્તરનો CSR ખર્ચ
નાણાકીય વર્ષ Atul Ltdનો કુલ CSR ખર્ચ
2021-22 ₹14.891 કરોડ
2022-23 ₹15.8294 કરોડ
2023-24 ₹15.32 કરોડ
2024-25 ₹13.59 કરોડ
કુલ ₹59.6304 કરોડ
પરંતુ આ ₹59.63 કરોડને Valsadનો ખર્ચ ગણવો નહીં. આ Atul Ltdનો સમગ્ર CSR expenditure છે. તેની સામે 2021-22 માટે project-wise disclosureમાંથી Valsad-specific identifiable amount ₹7.793 કરોડ મળે છે.
હવે તપાસનો સૌથી મહત્વનો સવાલ આંકડા કરતાં પણ અહીં એક મહત્વપૂર્ણ બાબત સામે આવે છે: Atul Ltd → Atul Foundation → Valsadના CSR Projects
કંપનીના 2021-22 disclosureમાં અનેક Valsad projects માટે Atul Foundation (CSR00000635) implementing agency તરીકે દર્શાવવામાં આવી છે. બીજી તરફ કેટલીક projectsમાં companyએ Direct implementation પણ કર્યું છે. એટલે હવે તપાસના આગળના સવાલો છે:
1. Atul Foundationને છેલ્લા 10 વર્ષમાં Atul Ltd પાસેથી કુલ કેટલી CSR રકમ મળી?
2. તેમાંથી Valsad જિલ્લામાં કેટલી રકમ વપરાઈ?
3. દરેક projectનું approved amount અને actual expenditure કેટલું?
4. કયા project માટે Completion Certificate છે?
5. કયા project માટે Utilisation Certificate ઉપલબ્ધ છે?
6. Impact Assessmentમાં Valsadના projectsના actual outcomes શું જણાવાયા છે?
7. ₹7.793 કરોડના 2021-22ના Valsad-specific project expenditureમાંથી જમીન પર કેટલું કામ થયું?
ખાસ નોંધ — Valsad Institute of Medical Sciences
Atul સાથે Valsad Institute of Medical Sciencesની કડી પણ જાહેર દસ્તાવેજોમાં જોવા મળે છે. FY 2022-23માં Atul Healthcare Ltdએ Valsad Institute of Medical Sciences Ltdમાં 50% stake લીધું હતું.
પરંતુ VIMSમાં થયેલા રોકાણને CSR ખર્ચ તરીકે ગણવું યોગ્ય નથી, જ્યાં સુધી સંબંધિત CSR disclosureમાં તેને CSR project તરીકે સ્પષ્ટ રીતે દર્શાવવામાં ન આવે. આથી આ Part-3માં અમે તેને CSR totalમાં સામેલ કરતા નથી.
Atul Ltdના CSR recordsમાં વલસાડ માત્ર સામાન્ય beneficiary location નથી; અનેક વર્ષોમાં શિક્ષણ, આરોગ્ય, livelihood, infrastructure અને environmentના વિશાળ project portfolio સાથે Valsad સતત દેખાય છે. ખાસ કરીને FY 2021-22નો project-wise CSR disclosure તપાસ માટે મહત્વપૂર્ણ છે. તેમાં Valsad location ધરાવતા સ્પષ્ટ project entriesનો અમારી conservative ગણતરી મુજબ ₹7.793 કરોડનો ખર્ચ થાય છે. તે જ વર્ષે Atul Ltdનો કુલ CSR expenditure ₹14.891 કરોડ હતો.
આ પછી 2022-23માં કંપનીનો કુલ CSR ખર્ચ ₹15.8294 કરોડ, 2023-24માં ₹15.32 કરોડ અને 2024-25માં ₹13.59 કરોડ રહ્યો. અટલે હવે આગામી તપાસ માત્ર “Atulએ CSRમાં કેટલા રૂપિયા ખર્ચ્યા?” સુધી મર્યાદિત ન રહેવી જોઈએ.
મૂળ સવાલ છે: “Atul Ltdના CSRમાંથી વલસાડને કેટલા રૂપિયા મળ્યા, કયા projectમાં મળ્યા અને તે પૈસાથી જમીન પર શું બન્યું?”
